The word is that plugging the farm bill loophole was a personal agenda by Sen MConnell and the others who crafted the bill. It's not a 180 on cannabis policy reform. Reform will still move forward towards regulating cannabis intentionally by law not through a loophole.

The Repubs have a majority and while they'd love to keep the narrative running that the dems are the issue, if they refuse to pass this they'll clearly be the cause of the shutdown. That said, the bill also requires all the people cheeto fired during the shutdown to be immediately rehired and given back-pay. So he might take that as a personal slight and refuse to sign it into law. Which would be insanely funny.
