The power companies have already built the infrastructure and have organizational structures that need to be paid and profit that needs to be generated. If suddenly everybody in America switched over to light bulbs they used 90% less power, the power company still needs to fund the organizational structure and the infrastructure. The only way to do that when people are consuming less power is to raise power rates.  It was about 2 years after led adoption that our rates started increasing, and we're now paying more for less use than we did a decade ago.  This is not something in the last 3-4 years, either.
